31. Mr. Dimitrijevic said that countries in the region accepted that there was ethnonationalism, because this could even be considered advantageous as part of political campaign platforms, but he agreed with Ms. Petrova that no country in the region acknowledged that racism existed at home.
31- وقال السيد ديميتريفيتش إن البلدان في الإقليم تقبل بوجود القومية الإثنية، بل إن ذلك يمكن اعتباره أمراً مفيداً كجزء من برامج الحملات السياسية، لكنه يتفق مع السيد بيتروفا على أنه ما من بلد في الإقليم يعترف بوجود العنصرية فيه.

30. The CHAIRPERSON invited the Committee to state its opinion on the case of Mr. Dimitrijevic, a former member of the Committee, which had already been discussed in a closed meeting.

Ms. Evatt said that the arguments of Mr. Wennergren and Mr. Dimitrijevic had overcome her doubts about the usefulness of inviting representatives of exiled Governments to appear before the Committee.

Mr. Dimitrijevic, agreeing with the previous speaker, suggested that the Committee should decide to empower the Chairman to initiate action on the subject of Haiti at any time during the intersessional period when he judged that there was sufficient evidence that the Government had established meaningful control over the country.
33- السيد ديميتريفيتش أعرب عن اتفاقه مع المتحدث السابق واقترح على اللجنة أن تفوض الرئيس لاتخاذ إجراءات بشأن موضوع هايتي في أي وقت خلال الفترة الفاصلة بين الدورتين إذا ما ارتأى بأن هناك أدلة كافية على فرض الحكومة سيطرتها الفعلية على البلاد.

Mr. Dimitrijevic agreed, but said that there was a certain ambiguity in article 1 of the Convention in that its reference to " national origin " could be interpreted as " nationalism " as a ground constituting " racial discrimination " .
وقال السيد ديميتريفيتش إنه يتفق مع السيدة بيتروفا لكنه ثمة قدر من الغموض في المادة 1 من الاتفاقية من حيث ان إشارتها إلى " الأصل القومي " يمكن أن تفسّر على أن النزعة " القومية " تشكل " أساساً للتمييز العنصري " .
