1. In resolution 1999/77, entitled " Situation of human rights in Haiti " , the Commission on Human Rights, inter alia, invited its independent expert, Mr. Adama Dieng, to report to the General Assembly at its fifty-fourth session and to the Commission on Human Rights at its fiftysixth session on developments in the human rights situation in Haiti.

47. Mr. Dieng questioned whether the concept of “minimum” in the development of a body of humanitarian standards applicable in all situations would not be misleading.

50. In the opinion of Mr. Dieng, the first priority should be further promoting the existing norms and providing legal and technical assistance to Governments, but also to opposition groups.
