Mr. de Gucht (Belgium) (spoke in French): Just one year ago, our heads of State or Government gathered in this Assembly and reaffirmed that peace, security, development and human rights are closely interlinked.

Mr. de Gucht (Belgium) (spoke in French): Belgium's international commitment is rooted in the conviction that initiatives taken at the global level can move forward only through dialogue and cooperation.

In an open briefing on 16 January, the Security Council was addressed by the Chairman-in-Office of the Organization for Security and Cooperation in Europe, the Minister for Foreign Affairs of Belgium, Karel de Gucht, on the Organization's activities that complement the work of the United Nations.
في إحاطة مفتوحة أجريت في 16 كانون الثاني/يناير، ألقى الرئيس الحالي لمنظمة الأمن والتعاون في أوروبا، وزير الشؤون الخارجية لبلجيكا، كاريل دي غوشت كلمة أمام مجلس الأمن عن أنشطة المنظمة التي تكمل عمل الأمم المتحدة.

The mandate of the mission was based on the terms of reference agreed with Armenia and Azerbaijan on 25 September 2006 and confirmed by an exchange of letters between Karel de Gucht, Chairman in Office of OSCE and Minister of Foreign Affairs of Belgium, and the Ministers for Foreign Affairs of Armenia and Azerbaijan.
