17. In accordance with a suggestion made at the Colloquium (see A/CN.9/488, para. 19), the Working Group was invited to devote its attention to a specific phase of infrastructure projects, namely, the selection of the concessionaire, with a view to formulating specific drafting proposals for legislative provisions.
17- ووفقا لاقتراح قُـدم في تلك النـدوة (انظر A/CN.9/488، الفقرة 19)، دُعي الفريق العامل إلى تركيز اهتمامه على مرحلة معينة من مشاريع البنية التحتية، هي اختيار صاحب الامتياز، بغية إعداد اقتراحات صياغة محددة لأحكام تشريعية.

With respect to paragraph (1) (c), the Working Group was invited to consider whether the situation in which some terms and conditions of the framework agreement cannot be settled at the outset was sufficiently regulated (for example, the notion of " refining " terms at the second stage without a competition).
241- وفيما يتعلق بالفقرة (1) (ج)، دُعي الفريق العامل إلى النظر فيما إذا كانت الحالة التي لا يمكن فيها تسوية بعض أحكام وشروط الاتفاق الإطاري في البداية منظّمة بقدر كاف (كفكرة " صقل " الشروط في المرحلة الثانية بدون تنافس، على سبيل المثال).

With respect to paragraph (1) (f), the Working Group was invited to consider the possibility of including an alternative method of awarding the procurement contract, such as rotation, and whether such alternative methods were possible in the light of the draft evaluation criteria article (proposed article 12).
242- وبخصوص الفقرة 1 (و)، دُعي الفريق العامل إلى النظر في إمكانية إدراج أساليب بديلة لإرساء عقود الاشتراء، مثل التناوب، وما إذا كانت اتباع هذه الأساليب البديلة ممكنا في ضوء مشروع المادة المتعلقة بمعايير التقييم (المادة 12 المقترحة).
