As former Representative of the SecretaryGeneral on internally displaced persons, Francis Deng, noted, these include " gross disparities of wealth and opportunity among different groups of people and geographic areas, marginalization and discrimination on the basis of race, ethnicity, religion, culture and gender, failures of democratic governance, and a lack of respect for human rights and the rule of law " (E/CN.4/2003/86, para. 79).
