Considering that the China Disabled Persons' Federation remains the sole official representative of persons with disabilities in the State party, the Committee is concerned about the participation of civil society.

71. The Committee notes that there is no disaggregated data on the situation of persons with disabilities in the State party.

It welcomes the fact that Danish Sign Language has been recognized as an official language, which is an important step towards full recognition of the rights of persons with disabilities in the State party.

It recalls that such information is indispensable to: understanding the situations of specific groups of persons with disabilities in the State party who may be subject to varying degrees of vulnerability; developing laws, policies and programmes adapted to their situations; and assessing the implementation of the Convention.

48. The Committee welcomes different initiatives and efforts carried to ensure the rights of children with disabilities in the State party, including the ratification of the Convention on the Rights of Persons with Disabilities.

11. The Committee notes with appreciation that Act XXVI of 1998 on the Rights and Equal Opportunities of Persons with Disabilities was drafted to promote the rights of persons with disabilities in the State party.

However, the Committee remains concerned that deep-rooted discrimination still exists and that measures for children with disabilities are not carefully monitored, as well as that statistical data on children with disabilities in the State party is still unavailable.

It also expresses concern at the limited opportunities for persons with disabilities to participate in such programmes, noting that only 0.3 per cent of persons with disabilities in the State party participated in a vocational rehabilitation programme in 2013 (arts. 2 and 6).
وتعرب عن قلقها أيضاً إزاء محدودية فرص الأشخاص ذوي الإعاقة للمشاركة في هذه البرامج، مشيرة إلى أن 0.3 في المائة فقط من الأشخاص ذوي الإعاقة في الدولة الطرف شاركوا في برامج لإعادة التأهيل المهني عام 2013 (المادتان 2 و6).

23. The Committee notes with concern that many children with disabilities in the State party still attend special schools and are not included in the mainstream education system (arts. 13 and 14).
23- تلاحظ اللجنة بقلق أن عدداً كبيراً من الأطفال ذوي الإعاقة في الدولة الطرف لا يزالون يتلقون تعليمهم في المدارس الخاصة وغير مدمجين في نظام التعليم العادي (المادتان 13 و14).

The Committee is concerned about the situation of children with disabilities in the State party, most of them being totally excluded from mainstream society, kept isolated in their homes and living in situations of poverty at high risk of being ill-treated.
58- يساور اللجنة القلق إزاء وضع الأطفال ذوي الإعاقة في الدولة الطرف، حيث يُستبعد معظمهم استبعاداً كاملاً من تيار المجتمع، ويُعزلون في منازلهم ويعيشون في أوضاع الفقر، ويتعرضون بشدة لمخاطر إساءة المعاملة.

In the light of its general comment No. 9 (CRC/C/GC/9, 2006), the Committee recommends that the State party address as a matter of priority the situation of extreme marginalization of children with disabilities in the State party.
59- في ضوء تعليق اللجنة العام رقم 9 (CRC/C/GC/9، 2006)، توصي اللجنة الدولة الطرف بأن تعالج على سبيل الأولوية وضع التهميش البالغ للأطفال ذوي الإعاقة في الدولة الطرف.

197. The Committee notes with deep concern that persons with disabilities in the State party continue to face great difficulties in exercising their rights under the Covenant, including with regard to access to employment, housing, education and health care.
