211. The Regulation lies down fundamental principles for the transport of persons with disabilities and persons with limited mobility and orientation caused by disability, age or another factor, and specifies the duties of airport operators and air carriers in the process of air transport.
211- وتحدد اللائحة مبادئ أساسية لنقل أشخاص ذوي الإعاقة والأشخاص محدودي الحركة والتوجه بسبب الإعاقة، أو السن أو أي عامل آخر، وتبين واجبات المطارات وشركات الطيران في عملية النقل الجوي.

The key principle of the Regulation is as follows: persons with disabilities and persons with limited mobility and orientation have to be able to use air transport in a manner comparable to other passengers, whereas the service provided to such persons is not subject to additional charges.
أما المبدأ الرئيسي للائحة فهو كما يلي: ينبغي تمكين الأشخاص ذوي الإعاقة والأشخاص محدودي الحركة والتوجه من استخدام النقل الجوي على غرار سائر الركاب، ولا تخضع الخدمة المقدمة لهؤلاء الأشخاص لأي تكاليف إضافية.

215. In conformity with the Regulation, a Member State is obliged to nominate an entity in charge of enforcement of the Regulation, or to take steps necessary to safeguard the observance of rights of persons with disabilities and persons with limited mobility and orientation.
