On behalf of the Chairperson of the Commission and at the request of the African Union Peace and Security Council, I am writing to you with respect to the situation in the Central African Republic.
نيابة عن رئيسة المفوضية وبناء على طلب من مجلس السلام والأمن التابع للاتحاد الأفريقي، أكتب إليكم فيما يتعلق بالحالة في جمهورية أفريقيا الوسطى.

Council endorses the press release issued by the Chairperson of the Commission on 24 March 2013;
ويؤيد المجلس البيان الصحفي الصادر عن رئيسة المفوضية في 24 آذار/مارس 2013؛

Council requests the Chairperson of the Commission to urgently transmit this communiqué to the United Nations Security Council and to all other African Union partners;
ويطلب المجلس إلى رئيسة المفوضية أن تحيل هذا البيان على وجه السرعة إلى مجلس الأمن التابع للأمم المتحدة وإلى جميع شركاء الاتحاد الأفريقي الآخرين؛

The Chairperson of the Commission stresses that, over the past weeks, the contingents of MISCA, particularly that of Chad, had been the target of repeated attacks by anti-Balaka elements and unfounded allegations by a number of actors.
وتشدد رئيسة المفوضية على تعرض وحدات بعثة الدعم الدولية، وبخاصة الوحدة التشادية، لهجمات متكررة في الأسابيع الماضية على أيدي عناصر من مناهضي البالاكا، ولاتهامات عارية من الصحة صدرت عن عدد من الأطراف الفاعلة.

The Chairperson of the Commission notes with satisfaction the commitment expressed by Chad to continue to show the same spirit of solidarity towards the Central African Republic to help it overcome the serious challenges facing that country.
وتشير رئيسة المفوضية مع الارتياح إلى الالتزام الذي أعربت عنه تشاد بمواصلة إبداء نفس روح التضامن مع جمهورية أفريقيا الوسطى لمساعدتها على التغلب على التحديات الخطيرة التي تواجهها.

The report of the Chairperson of the Commission stresses the efforts of the international community to address the crisis in Mali, including the steps initiated by the Security Council and the African Union Peace and Security Council in this regard.
ويؤكد تقرير رئيسة المفوضية الجهود التي يبذلها المجتمع الدولي لمعالجة الأزمة في مالي، بما في ذلك الخطوات التي اتخذها مجلس الأمن ومجلس السلام والأمن التابع للاتحاد الأفريقي في هذا الصدد.

The Peace and Security Council also requested the Chairperson of the Commission to coordinate this process with ECOWAS and all other concerned actors.
كما طلب مجلس السلام والأمن إلى رئيسة المفوضية تنسيق هذه العملية مع الجماعة الاقتصادية لدول غرب أفريقيا وجميع الأطراف الفاعلة المعنية الأخرى.

The Chairperson of the Commission underscores the invaluable contribution of Chad to the peace and reconciliation efforts in the Central African Republic, both within the framework of the Economic Community of Central African States ECCAS, of which Chad is the current Chair, and that of the African Union.
وتؤكد رئيسة المفوضية المساهمة القيّمة التي قدمتها تشاد في الجهود المبذولة لإحلال السلام والمصالحة في جمهورية أفريقيا الوسطى، سواء أكان ذلك في إطار الجماعة الاقتصادية لدول وسط أفريقيا التي تشغل تشاد منصب الرئاسة فيها حاليا، أو في إطار الاتحاد الأفريقي.

The Chairperson of the Commission reiterates the strong conviction of the African Union that the resolution of the crisis in the Central African Republic requires a continuous and strong involvement of the region, particularly through the current Chair and the Mediator of ECCAS, Presidents Idriss Deby Itno and Denis Sassou Nguesso of the Congo.
وتكرر رئيسة المفوضية الإعراب عن اقتناع الاتحاد الأفريقي الراسخ بأن حل أزمة جمهورية أفريقيا الوسطى يتطلب مشاركة قوية ومستمرة لبلدان المنطقة، من خلال مساعي الرئيس الحالي ووسيط الجماعة الاقتصادية لوسط أفريقيا الرئيس إدريس ديبي إتنو ورئيس الكونغو دنيس ساسو نغيسو.

The Chairperson of the Commission reiterates the gratitude of the African Union to the Chadian contingent of MISCA for its professionalism, and pays tribute to the Chadian soldiers and other troops who fell on the line of duty.
وتعرب رئيسة المفوضية من جديد عن امتنان الاتحاد الأفريقي للوحدة التشادية في بعثة الدعم الدولية بقيادة أفريقية في جمهورية أفريقيا الوسطى لما أبدته من حس احترافي، وتنحني إجلالاً لذكرى أرواح الجنود التشاديين والجنود الآخرين الذين جادوا بأنفسهم في ميدان الشرف.

12. Requests the Chairperson of the Commission to immediately transmit the harmonized and revised concept of operations to the Secretary-General of the United Nations, and requests the Security Council to consider the document favorably.

May I first take the opportunity, on behalf of my Government, to congratulate the Chairperson of the Commission on the assumption of her responsibilities on 15 October 2012.

You will recall that, in that letter, the Chairperson of the Commission undertook to forward to you the concept of operations for the envisaged deployment of an African-led force in Mali, in response to the request of the Malian authorities to regain control of the occupied territories in the north of the country, dismantle terrorist and criminal networks, and ensure the full restoration of State authority throughout the national territory.
وتذكرون أن رئيسة المفوضية أحالت إليكم، في تلك الرسالة، مفهوم العمليات للنشر المتوخى لقوة بقيادة أفريقية في مالي استجابة لطلب السلطات المالية باستعادة السيطرة على الأقاليم المحتلة في شمال البلاد، وحلّ الشبكات الإرهابية والإجرامية، وكفالة إعادة بسط سلطة الدولة بالكامل على جميع الأراضي الوطنية.

4. Requests the Chairperson of the Commission to pursue her efforts, as outlined in her report, including undertaking further consultations with the parties, continued interaction with the United Nations, and other relevant international stakeholders;

5. Further requests the Chairperson of the Commission to submit a comprehensive report on the situation in Western Sahara at the next Ordinary Session of the Executive Council, in January 2014;

Today, in the lead-up to the next Summit of the African Union, the Chairperson of the Commission is taking active steps to arrange consultations with you and with the " main international stakeholders " in order to find a role for the African Union in relation to this dispute.
واليوم، وتحسبا لانعقاد مؤتمر القمة الأفريقي المقبل، تتخذ رئيسة المفوضية خطى حثيثة للترتيب لإجراء مشاورات معكم ومع " أهم أصحاب المصلحة الدوليين " بغية إيجاد دور للاتحاد الأفريقي في هذا النزاع.

2. Recalls its press statements PSC/PR/BR.(CDIX) and PSC/PR/BR.(CDX) adopted at its 409th and 410th meetings, held on 18 and 24 December 2013, respectively, as well as the press statements issued by the Chairperson of the Commission on the situation;
2 - يشير إلى بيانيه الصحفيَّين PSC/PR/BR.(CDIX) و PSC/PR/BR.(CDX) المعتمدين في جلستيه 409 و 410، المعقودتين في 18 و 24 كانون الأول/ديسمبر 2013، على التوالي، فضلا عن البيانات الصحفية الصادرة عن رئيسة المفوضية بشأن الحالة؛

13. Further requests the Chairperson of the Commission to transmit the present communiqué to the United Nations Secretary-General and, through him, to the United Nations Security Council, as well as to other international partners, in order to mobilize their support for the African-led efforts;
13 - يطلب كذلك إلى رئيسة المفوضية أن تحيل هذا البيان إلى الأمين العام للأمم المتحدة، وعن طريقه، إلى مجلس الأمن التابع للأمم المتحدة، وكذلك إلى الشركاء الدوليين الآخرين، وذلك من أجل حشد دعمهم للجهود التي تقودها أفريقيا؛

16. Requests the Chairperson of the Commission to transmit this communiqué to the United Nations Security Council to seek its support, and to actively engage all AU partners to mobilize further support for the implementation of the revised AMISOM mandate;

14. Requests the Chairperson of the Commission to transmit this communiqué and the revised concept of operations to the United Nations Secretary-General and, through him, to the Security Council, as well as to mobilise, in close consultation with ECOWAS, the support of partners of Africa for the adequate consideration of the concerns expressed above;
