In a speech on 27 April 1995, the President of the Rwandese Republic, Mr. Pasteur Bizimungu, announced the establishment of an Independent International Commission of Inquiry and invited Belgium, Canada, France, Germany, the Netherlands, the United Nations Organization and the Organization of African Unity (OAU) to participate, together with Rwanda, in the work of the Commission.
