Following the 12 January decision of the African Union Peace and Security Council and the statement of the President of the Security Council of 3 February 2006, I have taken steps to establish the transition-related consultations with the African Union called for in the Peace and Security Council communiqué and to initiate contingency planning for a United Nations operation in Darfur.

In that connection, the Government of Honduras concurs with the Statement by the President of the Security Council of 27 July 2006, expressing shock at " the firing by the Israeli Defence Forces on a United Nations Observer post in southern Lebanon on 25 July 2006, which caused the death of four United Nations military observers " .
وتؤيد حكومة هندوراس في هذا الصدد بيان رئيس مجلس الأمن الصادر في 27 تموز/يوليه 2006 الذي يعرب فيه المجلس عن جزعه " من جراء إطلاق قوات الدفاع الإسرائيلية النيران على مركز للمراقبة تابع للأمم المتحدة في جنوب لبنان يوم 25 تموز/يوليه 2006، مما تسبب في مصرع أربعة مراقبين عسكريين من مراقبي الأمم المتحدة " .

٨٨ - تشير اللجنة الخاصة إلى بيان رئيس مجلس اﻷمن الصادر في ٢١ آذار/ مارس ٧٩٩١ )S/PRST/1997/13(، الذي يؤكد على ضرورة اتخاذ البلدان المضيفة وغيرها من الجهات المعنية جميع التدابير المناسبة لكفالة سلامة أفراد اﻷمم المتحدة واﻷفراد المرتبطين بها وأمنهم.

As reiterated in the statement of the President of the Security Council on 24 April 1995 (S/PRST/1995/20), while UNMIH's presence is intended to assist the Haitian Government in sustaining a secure and stable environment, the early deployment of a permanent and effective police force by the Haitian authorities is central to Haiti's long-term stability.
وعلى نحو ما تكرر تأكيده في بيان رئيس مجلس اﻷمن الصادر في ٢٤ نيسان/أبريل ١٩٩٥ (S/PRST/1995/20)، لئن كان الغرض من وجود بعثة اﻷمم المتحدة في هايتي وهو مساعدة تلك الحكومة على تهيئة بيئة آمنة ومستقرة، فإن اسراع سلطات هايتي في وزع قوة شرطة دائمة وفعالة، هما أمران لا غنى عنهما بالنسبة لاستقرار هايتي على اﻷجل الطويل.
