99. The President of the INSTRAW Staff Association read out a statement to the Board in which the staff expressed its concern about the Institute’s financial crisis, which seriously impeded the future work of the Institute and required a reduction in the staffing structure.

As the World Bank became increasingly decentralized over the past five years, with more than 4,000 staff being based outside of Washington D.C., the WB-SA adapted accordingly, prioritizing staff empowerment at the country-office level and making COSAs more autonomous, thereby enabling the development of a real sense of ownership of the Staff Association.
