After the takeover, negotiations began between indigenous Fijian leaders to form a new and more acceptable Government; however, in November of the same year, Rabuka intervened again and appointed himself as Prime Minister.

In 1990, Rabuka's Government introduced a new Constitution which was alleged to be a racist document as it entrenched indigenous Fijian dominance of Parliament.
