In its statement, the Ministry of Foreign Affairs of Armenia expressed its disappointment with the decision taken by the Hungarian authorities to transfer Ramil Safarov to Azerbaijan, and with his subsequent pardon by the President of Azerbaijan.
وأعربت وزارة خارجية أرمينيا، في بيانها، عن خيبة أملها إزاء القرار الذي اتخذته السلطات الهنغارية بنقل راميل سافاروف إلى أذربيجان، وإزاء العفو الذي منحه إياه لاحقا رئيس أذربيجان.

Thus, both the procedure for Ramil Safarov's transfer to Azerbaijan and his subsequent pardon were in full conformity with the Convention on the Transfer of Sentenced Persons as well as the legislation of the Republic of Azerbaijan.

According to the information available so far, the Armenian officer had repeatedly made humiliating statements addressed to Ramil Safarov, offending his honour and dignity as a citizen and officer of the Republic of Azerbaijan and insulting the memory of the victims of Armenian aggression.

It should be made clear at the outset that the transfer of Ramil Safarov from Hungary to Azerbaijan was a purely legal matter between the two countries, addressed in full conformity with the 1983 Strasbourg Convention on the Transfer of Sentenced Persons, to which both Hungary and Azerbaijan are parties.
وينبغي أن يكون واضحا من البداية أن مسألة نقل راميل سافاروف من هنغاريا إلى أذربيجان كانت مسألة قانونية بحتة بين البلدين، عولجت بطريقة تتماشى تماما مع اتفاقية ستراسبورغ لعام 1983 المتعلقة بنقل المحكوم عليهم، والتي تضم ضمن دولها الأطراف كلا من هنغاريا وأذربيجان.

Nor should the decision to pardon Ramil Safarov be perceived as something fuelling regional tensions or damaging the peace process and trust between the sides; rather, it should be viewed as an act of humanism in regard to a person who had already served more than eight years in prison, as well as in regard to his family.
وينبغي ألا يُنظَر إلى قرار العفو عن راميل سافاروف على أنه يزيد حدة التوتر في المنطقة أو يقوض عملية السلام ويزعزع الثقة بين الجانبين؛ بل ينبغي أن يُنظَر إليه على أنه عمل إنساني تجاه شخص قضى بالفعل أكثر من ثماني سنوات في السجن، وتجاه عائلته كذلك.

After Ramil Safarov was transferred to Azerbaijan, the President of Azerbaijan pardoned him using his authority under Article 109 (22) of the Constitution of the Republic of Azerbaijan.
وبعد نقل راميل سافاروف إلى أذربيجان، عفا عنه رئيس أذربيجان باستخدام السلطة المخولة له بموجب المادة 109 (22) من دستور جمهورية أذربيجان.

It would be useful and helpful if those who responded to the call of the President of Armenia to react to the developments that had occurred in the case of Ramil Safarov would recall that the head of the Armenian State, whom they sometimes meet and whose hands they shake, unquestionably confessed his direct involvement in the Khojaly massacre which claimed lives of hundreds of Azerbaijani civilians, including children and women.
وسيكون من المفيد والمجدي أن يتذكر أولئك الذين لبّوا نداء رئيس أرمينيا للرد على ما حصل من تطورات في قضية راميل سافاروف أن رئيس الدولة الأرمينية، الذي يجتمعون به أحيانا ويصافحونه، قد اعترف بما لا يترك مجالا للشك بتورطه المباشر في مجزرة خوجالي التي أودت بحياة المئات من المدنيين الأذربيجانيين، بمن فيهم الأطفال والنساء.

In addition, it is notable that representatives of some international organizations, who expressed their views regarding the case of Ramil Safarov, on numerous previous occasions reflecting Armenia's contempt for international law, human rights and fundamental freedoms, preferred to keep silent under the pretext that the conflict was being dealt with exclusively by the Minsk Group of the Organization for Security and Cooperation in Europe.
وبالإضافة إلى ذلك، تجدر الإشارة إلى أن ممثلي بعض المنظمات الدولية، الذين عبّروا عن آرائهم بشأن قضية راميل سافاروف في عدة مناسبات سابقة تعكس ازدراء أرمينيا بالقانون الدولي وحقوق الإنسان والحريات الأساسية، قد فضّلوا الصمت بحجة أن مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا هي الجهة الوحيدة المخولة بالتعامل مع هذا النزاع.

110.1. Take steps for combating impunity, enacting justice and ensuring rule of law in Azerbaijan, particularly to examine the conformity of the act of pardon of cruel murderer Ramil Safarov with the national legislation and international obligations of Azerbaijan as an act that encourages murder on an ethnic base, particularly killing Armenians inside the country and abroad (Armenia);
