وقرر المجلس أيضا إنشاء لجنة لدفع التعويضات الى الحكومات اﻷجنبية أو رعاياها أو شركاتها المتعلقة بالمطالبات الناشئة نتيجة لغزو العراق واحتلاله غير المشروعين للكويت.

In this, the Security Council declared Iraq to be liable under international law " for any direct loss, damage, including environmental damage and the depletion of natural resources, or injury to foreign Governments, nationals and corporations, as a result of Iraq's unlawful invasion and occupation of Kuwait " .
وقد أعلن فيها مجلس الأمن أن العراق مسؤول بمقتضى القانون الدولي " عن أي خسارة مباشرة أو ضرر مباشر، بما في ذلك الضرر اللاحق بالبيئة واستنفاد الموارد الطبيعية، أو ضرر وقع على الحكومات الأجنبية أو رعاياها أو شركاتها نتيجة لغزوه واحتلاله غير المشروعين للكويت " .

According to paragraph 16 of Security Council resolution 687 (1991), which under article 31 of the rules for claims procedures formed part of the law applicable before the Commission, Iraq was liable under international law for any direct loss, damage or injury to foreign Governments, nationals and corporations, as a result of its unlawful invasion and occupation of Kuwait.
ووفقا للفقرة 16 من قرار مجلس الأمن 687 (1991)، الذي يشكل بموجب المادة 31 من قواعد المطالبات جزءا من القانون الذي تطبقه اللجنة، فإن العراق مسؤول بموجب القانون الدولي عن أية خسائر أو أضرار أو إصابات مباشرة تلحق بالحكومات الأجنبية أو رعاياها أو شركاتها نتيجة لغزوه واحتلاله الكويت بصورة غير مشروعة.

" Iraq, without prejudice to the debts and obligations of Iraq arising prior to 2 August 1990, which will be addressed through the normal mechanisms, is liable under international law for any direct loss, damage, including environmental damage and the depletion of natural resources, or injury to foreign Governments, nationals and corporations, as a result of Iraq's unlawful invasion and occupation of Kuwait. "
العراق، دون المساس بديونه والتزاماته الناشئة قبل 2 آب/أغسطس 1990، والتي سيجري تناولها عن طريق الآليات العادية، مسؤول بمقتضى القانون الدولي عن أي خسارة مباشرة أو ضرر مباشر، بما في ذلك الضرر البيئي واستنفاد الموارد الطبيعية، أو ضرر وقع على الحكومات الأجنبية أو رعاياها أو شركاتها نتيجة لغزوه واحتلاله غير المشروعين للكويت " .
