On 9 January, Mr. Rwasa issued a landmark declaration stating that the movement had changed its name from " Parti pour la libération du peuple Hutu-forces nationales de libération " (Palipehutu-FNL) to " FNL " .
وفي 9 كانون الثاني/يناير، أصدر السيد روازا إعلانا بارزا يفيد بأن الحركة قد غيرت اسمها من ' ' حزب تحرير شعب الهوتو - قوات التحرير الوطنية`` إلى ' ' قوات التحرير الوطنية``.

However, PALIPEHUTU-FNL, led by Agathon Rwasa, remains outside the peace process and creates a climate of violence and fear in and around the capital city of Bujumbura.

I reiterate my call on PALIPEHUTU-FNL (Rwasa) to immediately and without conditions begin ceasefire negotiations with the Transitional Government.

160. They urged the FNL-PALIPEHUTU of Agathon Rwasa to join the peace process and sign a Ceasefire Agreement with the Transition Government as soon as possible, and requested the United Nations to explore the possibility of sending a United Nations peacekeeping mission to Burundi once the ceasefire is inclusive and permanent.

The report notes that cases of rape and sexual violence, abduction and detention of children, and child recruitment by the Forces nationales de libération (FNL), led by Agathon Rwasa, increased during the period before the release of all children identified as associated with their forces in April 2009.
ويحيط التقرير علماً بزيادة حالات الاغتصاب والعنف الجنسي واختطاف الأطفال واحتجازهم، وقيام قوات التحرير الوطنية التابعة بقيادة أغاثون روازا بتجنيدهم خلال الفترة التي سبقت الإفراج عن الأطفال الذين تحدَّد ارتباطهم بهذه القوات في نيسان/أبريل 2009.

9. The reactions of CNDD-FDD (Nkurunziza), PALIPEHUTU-FNL (Agathon Rwasa) and Charles Mukasi, leader of a faction of UPRONA which opposes the Arusha Agreement, were negative.

42. The security situation began to deteriorate starting in March 2003 and culminated with the intensive shelling of Bujumbura in April and July by CNDD-FDD (Nkurunziza) and PALIPEHUTU-FNL (Rwasa), respectively.

The Parti pour la libération du peuple Hutu and its military wing, the Forces nationales pour la libération (PALIPEHUTU-FNL) (Agathon Rwasa) remains the only rebel group outside the peace process and has continued to fight from the rural area around Bujumbura, creating a climate of violence and fear in and around the city.
19 - ولا يزال حزب تحرير شعب الهوتو وجناحه المسلح قوات التحرير الوطنية (أغا تون روازا) يمثل المجموعة المتمردة الوحيدة التي لم تنضم إلى عملية السلام وتستمر في القتال انطلاقا من مناطق ريفية حوالي بوجومبورا، مما يوجد جوا من العنف والخوف في المدينة وحولها.

However, the Group was much encouraged by the fact that PALIPEHUTU-FNL (Rwasa) held meetings with President Ndayizeye from 18 to 21 January at Oisterwijk, the Netherlands, to discuss the possibility of securing a ceasefire agreement and joining the Transitional Government.
