The Tribunal's mandate has been to contribute to the process of national reconciliation and to the restoration and maintenance of peace in Rwanda and the Great Lakes region, as well as to ensure that violations of international humanitarian law are halted and effectively redressed.

The need for timely reporting and dissemination of information on the situation in Rwanda and the wider Great Lakes region has led the department to establish an Integrated Regional Information Network, based in Nairobi, to promote information exchange, emergency preparedness and a regional analysis of humanitarian developments in the Great Lakes region as a whole.
