Mr. Rogachev (Russian Federation), speaking on reservations to treaties (chapter VI of the report), said that the progress made on the topic was due to the fact that the Commission had adopted the balanced approach based on the status quo established by the 1969, 1978 and 1986 Vienna Conventions.

Mr. Rogachev (Russian Federation) (spoke in Russian): The delegation of the Russian Federation regrets Georgia's decision to submit for the General Assembly's consideration a draft resolution on the status of internally displaced persons and refugees from Abkhazia, Georgia, although it does not affect Russian-Georgian relations.

42. Mr. Rogachev (Russian Federation) said that the central role of the United Nations system in the fight against transnational organized crime should be strengthened. A common strategy should be developed, under the aegis of the Organization, setting well-defined priorities to be taken into account in the decisions of the relevant specialized agencies, including the Commission on Crime Prevention and Criminal Justice.
