21- ينبغي تشجيع حكومات الدول الأفريقية على التصدّي الفعّال للخطر الذي تمثّله زراعة القنّب غير المشروعة بالقيام بما يلي:

A few representatives reported that they had in place alternative development programmes and were continuously monitoring farmers and cultivated areas as part of their efforts to reduce the illicit cultivation of cannabis.
