The Meeting discussed the illicit cannabis cultivation and trafficking, as well as efforts to eradicate cannabis plants, including efforts involving the use of remote-sensing techniques.

Concerned that the illicit cultivation of and trafficking in cannabis are on the increase in Africa, owing in part to rising poverty and the lack of alternative crops but also to growing demand for cannabis in other regions and the rising profits derived from those activities,

It was recommended that bilateral, subregional and regional cooperation should be enhanced among competent law enforcement authorities to counter the illicit cultivation of and trafficking in cannabis.

(f) illicit cannabis cultivation and trafficking were disruptive of local economies and impeded development;
(و) تُعطّل زراعة القنّب والاتجار به بصورة غير مشروعة الاقتصادات المحلية وتعوق التنمية؛

(a) Because illicit cannabis cultivation and trafficking in Africa was a threat to economic growth, law and order, food security and community development, Governments needed to have accurate information on the size of the problem in their territories;
(أ) لما كانت زراعة القنّب والاتجار به على نحو غير مشروع في أفريقيا تشكّل تهديدا للنمو الاقتصادي وللقانون والنظام والأمن الغذائي وتنمية المجتمعات المحلية فيلزم أن تحصل الحكومات على معلومات دقيقة عن حجم المشكلة في أراضيها؛
