Lastly, the Secretariat observed that the plan of action did not appear to address one of the obstacles to phaseout identified by Guatemala, namely melon growers' resistance to phasing out methyl bromide while its largest export market is receiving approvals to continue to use methyl bromide under the Protocol's critical use exemptions procedure.
