The Second Committee seemed to have failed to comply with section VI of General Assembly resolution 45/248 B, which referred to the responsibilities of the various Committees.

As the requests in the resolution mainly relate to rental rates and maintenance costs of UNITAR premises, that is, administrative and financial questions, the present report, in compliance with section VI of General Assembly resolution 45/248 B of 21 December 1990, has been prepared for the attention of the Fifth Committee of the General Assembly, as appropriate.
2 - وحيث إن الطلبين الواردين في القرار يتعلقان أساسا بإيجارات وتكاليف صيانة أماكن عمل معهد الأمم المتحدة للتدريب والبحث، أي يتعلقان بمسائل إدارية ومالية، فإن هذا التقرير أُعد، امتثالا للجزء سادسا من قرار الجمعية العامة 45/248 باء المؤرخ 21 كانون الأول/ديسمبر 1990، لكي يُعرض على اللجنة الخامسة للجمعية العامة، بحسب الاقتضاء.

4 - ويُوّجه انتباه المجلس أيضا إلى أحكام الجزء سادسا من قرار الجمعية العامة 45/248 باء وفيها أعادت الجمعية تأكيد أن اللجنة الخامسة هي اللجنة الرئيسية المختصة التابعة للجمعية العامة والمنوط بها مسؤوليات النظر في المسائل الإدارية والمسائل المتعلقة بالميزانية، وأعادت أيضا تأكيد دور اللجنة الاستشارية لشؤون الإدارة والميزانية.

6 - وفي النهاية وجه الانتباه إلى أحكام الفرع سادسا من قرار الجمعية العامة 45/248 باء الذي أكدت فيه الجمعية العامة من جديد أن اللجنة الخامسة هي اللجنة الرئيسية من لجان الجمعية العامة التي عُهِد إليها بمسؤوليات المسائل الإدارية ومسائل الميزانية وأكدت من جديد دور اللجنة الاستشارية لشؤون الإدارة والميزانية.
