B. Specific measures 50. The Committee recalled that it had considered a number of possible measures to encourage the timely, full and unconditional payment of assessed contributions at its fifty-ninth session.

3. At its fifty-ninth session in 1999, the Committee reviewed a number of possible measures to encourage the timely, full and unconditional payment of assessed contributions.

In its resolution 53/36 C of 18 December 1998, the General Assembly requested the Committee on Contributions, inter alia, to consider further and to make recommendations, as appropriate, on the above-mentioned issues, including measures to encourage the timely, full and unconditional payment of assessed contributions.

11. In considering various measures to encourage the timely, full and unconditional payment of assessed contributions, the Committee noted that implementation of a number of the specific measures considered were tied to timely payment of assessed contributions.

(j) Request the Committee on Contributions to make recommendations to the General Assembly at its sixty-first session on the possibility of imposing interest to be charged for the late payment of assessed contributions to the capital master plan account in the context of financing of the capital master plan as an exception to the present policy.

4. As for measures to encourage the timely, full and unconditional payment of assessed contributions, the Committee had considered the reports of the Secretary-General on multi-year payment plans (A/57/65) and on measures to encourage Member States in arrears to reduce and eventually pay their arrears (A/57/76).

The option of a One-time assessment upfront was an interesting alternative, which was unfortunately not developed in the report.

14. The Advisory Committee is of the view that the options of One-time assessment and multi-year assessments are straightforward.
