We recall in this connection that article 1, paragraph 2, of the International Covenant on Economic, Social and Cultural Rights and the corresponding article of the International Covenant on Civil and Political Rights stipulate that " All peoples may, for their own ends, freely dispose of their natural wealth and resources ... " .
ونذكر في هذا الصدد ما نصت عليه المادة اﻷولى )الفقرة الثانية( من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية والمادة نفسها المكررة في العهد الدولي الخاص بالحقوق المدنية والسياسية التي جاء فيها " لجميع الشعوب سعيا وراء أهدافها الخاصة التصرف الحر بثرواتها ومواردها الطبيعية " .
