280. Estimated unencumbered balances for 2010 are mainly due to lower than budgeted cost of rotation travel and the availability of commercial flights from Iraq.

1. Military observers. Provision is made for payment of mission subsistence allowance to 28 military observers in Prevlaka and to 5 military liaison officers in Bosnia and Herzegovina, as well as rotation travel at the rates shown in section A of the present annex and equipment and clothing allowance at $200 per annum.
١ - المراقبون العسكريون: رصد اعتماد لدفع بدل اﻹقامة المقرر للبعثة إلى ٢٨ مراقبا عسكريا في بريفلاكا وإلى ٥ ضباط اتصال عسكريين في البوسنة والهرسك ولتغطية تكاليف سفر التناوب بالمعدلات المبينة في الفرع ألف من هذا المرفق، وبدل معدات وملابس بواقع ٢٠٠ دولار في السنة.

1. Military observers. Provision is made for payment of mission subsistence allowance to 135 military observers as well as rotation travel at the rates detailed in section A of the present annex, mission area travel at the rate of $1,000 per month as well as clothing and equipment allowance at the standard rate of $200 per annum.
١ - المراقبون العسكريون - خصص مبلغ لدفع بدل اﻹقامة المقرر للبعثة ﻟ ١٣٥ مراقبا عسكريا ودفع سفر التناوب بالمعدلات الواردة تفصيلا في الفرع ألف من هذا المرفق، ودفع السفر إلى منطقة البعثة بمعـدل ٠٠٠ ١ دولار في الشهــر ودفع بدل الملابس والمعــدات بمعــدل موحد قدره ٢٠٠ دولار في السنة.

2. Provision is made for round-trip rotation travel by commercial means for 135 military observers at the rate shown in the cost parameters ($540,000).
٢ - رُصد اعتماد لتغطية سفر التناوب ذهابا وإيابا بوسائط النقل التجارية ﻟ ١٣٥ مراقبا عسكريا بالمعدل المبين في بارامترات التكاليف )٠٠٠ ٥٤٠ دولار(.

12. Additional requirements of $1,640,700 under emplacement, rotation and repatriation of troops resulted from the fact that the rotation travel for contingent personnel was costed at the one-way rate instead of the round-trip rate, resulting in an overexpenditure under this heading.

Round-trip rotation travel for 335 civilian police monitors ($1,139,000) and one-way travel for 341 police monitors ($579,700) is provided for as per the cost estimate contained in paragraph 4 above.
٣٧ - رصد اعتماد لتغطية سفر التناوب ذهابا وإيابا ﻟ ٣٣٥ من مراقبي الشرطة المدنية والسفر ذهابا ﻟ ٣٤١ من مراقبي الشرطة )٧٠٠ ٥٧٩ دولار(، حسب تقديرات التكلفة الواردة في الفقرة ٤ أعلاه.

It should also be noted that, in the light of recent experience, the average cost of rotation travel has been increased to $1,900 per person for one way, compared with $1,700 applied in the approved budget for 2001/02.

٤٧ - حسبت تكلفة سفر التناوب الى منطقة البعثة والعودة منها ﻟ ٤٠ موظفا دوليــا )٠٠٠ ١٣٦ دولار( والــى منطقة البعثــة دون العــودة ﻟ ٣٦٣ من الموظفين )١٠٠ ٦١٧ دولار(، على أساس المعدلات المحددة في الفقرة ٤ أعلاه.

29. Round-trip rotation travel for 338 military observers ($1,149,200) and one-way travel to the mission area for 111 observers ($188,700) is provided for as per the cost estimates contained in paragraph 4 above.
٢٩ - الاعتماد مرصود لتغطية سفر التناوب ذهابا وإيابا ﻟ ٣٣٨ مراقبا عسكريا )٢٠٠ ١٤٩ ١ دولار(، والسفر ذهابا إلى منطقة البعثة ﻟ ١١١ مراقبا )٧٠٠ ١٨٨ دولار( وذلك حسب تقديرات التكلفة الواردة في الفقرة ٤ أعلاه.

46. Round-trip rotation travel for 348 civilian police monitors ($1,183,200), and one-way travel for 340 police monitors ($578,000) is provided for as per the cost estimate contained in paragraph 4 above.

Requirements under this heading also include rotation travel for 14 military observers and repatriation travel of 100 military observers ($285,000), as well as clothing and equipment allowance at the standard rate of $200 per annum ($10,800) for 100 military observers.
