2. In order to establish effective systems of control, States need to identify competent national authorities and their specific roles and to share that information with other States.
٢ - وكيما تتمكن الدول من إقامة نظم رقابية فعالة، عليها أن تعين سلطات وطنية مختصة وتحدد أدوار كل منها، وأن تتقاسم تلك المعلومات مع الدول اﻷخرى.

(a) Review national legislation to ensure that the legal requirements of the 1988 Convention are met, for example the identification of competent national authorities, the maintenance of ship registries and the establishment of adequate law enforcement powers;
)أ( استعراض التشريعات الوطنية لضمان الوفاء بالمقتضيات القانونية لاتفاقية سنة ٨٨٩١ ، ومن ذلك على سبيل المثال تعيين سلطات وطنية مختصة ، ومسك سجلات البواخر واستحداث سلطات كافية في مجال انفاذ القوانين ؛

(a) Designate competent national authorities, define their respective duties and responsibilities and ensure adequate coordination at the national level between those authorities to have a transparent and effective national control system;
(أ) أن تعيِّن سلطات وطنية مختصة وتحدد واجبات ومسؤوليات كل منها، وتكفل التنسيق المناسب على الصعيد الوطني بين هذه السلطات لضمان توفير نظام رقابة وطني يتسم بالشفافية والفعالية؛

٢ - كيما تتمكن الدول من اقامة نظم فعالة للمراقبة ، فانها في حاجة الى أن تعين سلطات وطنية مختصة وتحدد اﻷدوار الخاصة بها وتتقاسم تلك المعلومات مع الدول اﻷخرى .

١٢٨ - ولمواجهة الحاجة أيضا إلى تحسين القدرات الوطنية، أوصت الجمعية العامة بأن تراجع الدول التشريعات الوطنية لضمان الوفاء بالمقتضيات القانونية لاتفاقية سنة ١٩٨٨، مثل تعيين سلطات وطنية مختصة والاحتفاظ بسجلات للسفن، واستحداث سلطات كافية في مجال إنفاذ القوانين.

(c) Assistance resulted in 91 States parties to the drug control conventions designating competent national authorities for mutual legal assistance, extradition and the fostering of cooperation to suppress illicit drug trafficking by sea, showing strengthened judicial cooperation among Governments.
(ج) وقامت 91 دولة طرفا في اتفاقيات مراقبة المخدرات، بفضل المساعدة المقدمة لها، بتعيين سلطات وطنية مختصة بتبادل المساعدة القانونية، وتسليم المجرمين، وتعزيز التعاون للقضاء على الاتجار غير المشروع بالمخدرات بحرا مما يشير إلى تعزيز التعاون بين الحكومات في المجال القضائي.

In article 22 (5), the draft international convention stipulates the obligation of States parties to establish competent national authorities to carry out preventive visits to places of detention, similar to those envisaged in the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment of 1987 and the draft optional protocol to the United Nations Convention against Torture.
وينص مشروع الاتفاقية الدولية، في المادة 22(5)، على التزام الدول الأطراف بأن تنشئ سلطات وطنية مختصة من أجل القيام بزيارات وقائية إلى أماكن الاحتجاز، وذلك على غرار تلك السلطات المتصوَّرة في الاتفاقية الأوروبية لعام 1987 بشأن منع التعذيب وغيره من ضروب المعاملة أو العقوبة اللاإنسانية أو المهينة، ومشروع البروتوكول الاختياري المُلحق باتفاقية الأمم المتحدة لمناهضة التعذيب.

1. Each State Party shall designate competent national authorities, define their respective duties and responsibilities, and ensure adequate coordination at the national level among those authorities to ensure that a transparent, predictable, and effective national control system exists for authorizing and licensing the export, re-export, manufacture under foreign licence or technology transfer of items under the scope of this Treaty.
1 - تعيِّن كل دولةٍ طرف سلطات وطنية مختصة وتحدد واجبات ومسؤوليات كل منها، وتكفل التنسيق المناسب على الصعيد الوطني بين هذه السلطات لكفالة توفير نظامُ رقابة وطني يتسم بالشفافية والاستقرار والفعالية للإذن والترخيص بتصدير الأصناف المندرجة في نطاق هذه المعاهدة وإعادة تصديرها وتصنيعها بترخيص من جهة أجنبية ونقل التكنولوجيا الخاصة بها.
