Mr. Civili (Assistant Secretary-General, Department of Economic and Social Affairs) referred to a report on the financing of operational activities for development that the Secretary-General had submitted two years previously to the Economic and Social Council as well as to the Monterrey Consensus on financing for development.

14. Mr. Civili (Assistant Secretary-General, Department of Economic and Social Affairs), replying to the question raised by Canada, said that the idea was not to encourage more agencies to have offices in the field, but rather to enhance coordination between existing field offices.

Mr. Civili (Observer for the International Development Law Organization) said that the discussions taking place at the United Nations on the rule of law, which the International Development Law Organization (IDLO) had followed with keen interest, had helped to shape internal transition and assessment processes within his organization in the past year.

Mr. Civili (Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs of the Department for Economic and Social Affairs), introducing the newly appointed Director of the United Nations System Staff College, said that the decision to found the Staff College had served to spread and sustain the new unity of purpose that had emerged in the United Nations system in recent years.
