38- وأبلغ الخبير المستقل الرئيس سيلانيو بجملة أمور منها أن المجتمع الدولي لديه آمال كبار في أن تضرب صوماليلند المثل للإدارة الرشيدة في المنطقة، التي تستند إلى مبادئ حقوق الإنسان واحترام شخص الإنسان.

On 18 December, talks held between " Somaliland " President Ahmed Mohamed Silanyo and Speaker Irro resulted in an agreement on the holding of a conference, provided that a neutral party would chair it.
وفي 18 كانون الأول/ديسمبر، تمخضت المحادثات التي جرت بين رئيس " صوماليلاند " أحمد محمد سيلانيو والرئيس عرو عن اتفاق بشأن عقد مؤتمر شريطة إسناد رئاسته لحزب محايد.

44. During his visit to Somaliland, the Independent Expert discussed the situation with Harshi Abdi Hassan, the Minister in the President's office, who informed him that President Silanyo was committed to dialogue and had called for a peace conference in this regard.
44- وبحث الخبير المستقل، خلال زيارته إلى صوماليلاند، الوضع مع وزير الديوان الرئاسي حرشي عبدي حسن، فأبلغه هذا الأخير بأن الرئيس سيلانيو مُلتزم بالحوار وأنه دعا إلى تنظيم مؤتمر للسلام في هذا الصدد.

48. With regard to the situation of women, the fact that two women Ministers and one deputy were included in the Cabinet of 26 Ministers formed by President Silanyo should be considered a milestone.
48- وفيما يتعلق بوضع المرأة، فإن وجود وزيرتين ونائبة وزير في الحكومة، التي شكّلها الرئيس سيلانيو وتضم 26 وزيراً، ينبغي أن يُعتبر علامة فارقة.

In the spirit of previous meetings between the Federal Government of Somalia and " Somaliland " held in the United Kingdom and the United Arab Emirates on 20 and 21 June and on 28 June 2012, respectively, President Mohamud met with the " Somaliland " President, Ahmed Mohamoud Silanyo, in Ankara on 13 April 2013.

President Sheikh Sharif Sheikh Ahmed of the Transitional Federal Government and President Ahmed Mahamoud Silanyo of " Somaliland " also met on 27 June 2012 in Dubai, United Arab Emirates, on the margins of an international conference on piracy, and signed an agreement to continue discussions to clarify the future relationship.

21. Following a meeting between President Silanyo of " Somaliland " and Suleiman Esse Ahmed Haglatosie, the leader of the militia of the Sool, Sanaag and Cayn (SSC) regions of northern Somalia, in Dubai on 27 June, the SSC militia agreed to lay down arms and enter into talks with the " Somaliland " administration.
21 - وفي أعقاب اجتماع عُقد في دبي، في 27 حزيران/يونيه بين الرئيس أحمد محمد سيلانيو رئيس ' ' صوماليلاند`` وسليمان عيسى أحمد هغلاتوزي قائد الميليشيات في مناطق سول وسناغ وكين، الواقعة في شمال الصومال، وافقت ميليشيات سول وسناغ وكين على إلقاء السلاح والدخول في محادثات مع إدارة ' ' صوماليلاند``.

On 1 July, the National Electoral Commission declared Ahmed Mohamed Mohamoud " Silanyo " , of the opposition party Kulmiye (Peace, Unity and Development), the winner with 49.59 per cent of votes.
وفي 1 تموز/يوليه أعلنت اللجنة الانتخابية الوطنية أن أحمد محمد محمود " سيلانيو " الذي ينتمي إلى حزب المعارضة كولميه (السلام والوحدة والتنمية) فاز بنسبة 49.59 في المائة من الأصوات.
