Alarmed and concerned about the danger that the activities of mercenaries constitute to peace and security in developing countries, in particular in Africa and in small States, and also elsewhere,
وإذ تعرب عن جزعها وقلقها إزاء ما تشكله أنشطة المرتزقة من خطر على السلام واﻷمن في البلدان النامية، ولا سﱢيما في أفريقيا وفي الدول الصغيرة، وفي غيرها من اﻷماكن أيضا،

Recognizing the need to improve the security of refugees and to maintain the civilian and humanitarian nature of refugee camps and settlements in accordance with international laws, in particular refugee instruments, as well as human rights instruments and humanitarian laws,
وإذ تعترف بالحاجة إلى تحسين أمن اللاجئين والحفاظ على الطابع المدني واﻹنساني لمخيمات ومستوطنات اللاجئين وفقا للقوانين الدولية، ولا سﱢيما الصكوك المتعلقة باللاجئين، علاوة على الصكوك المتعلقة بحقوق اﻹنسان والقوانين اﻹنسانية،

Reiterating the need to intensify the struggle to eliminate all forms of racial discrimination throughout the world, especially its most brutal forms,
وإذ تعيد تأكيد ضرورة تكثيف النضال من أجل القضاء على جميع أشكال التمييز العنصري في جميع أنحاء العالم، ولا سﱢيما أشكاله اﻷكثر وحشية،

2. Rejects unilateral coercive measures with all their extraterritorial effects as tools for political or economic pressure against any country, in particular against developing countries, because of their negative effects on the realization of all the human rights of vast sectors of their populations, in particular children, women and the elderly;
٢ - ترفض التدابير القسرية الانفرادية بكل ما لها من آثار خارج نطاق الحدود اﻹقليمية كأدوات للضغط السياسي أو الاقتصادي على أي بلد، ولا سﱢيما على البلدان النامية، بسبب آثارها السلبية على إعمال جميع حقوق اﻹنسان لشرائح عريضة من سكانها وبصفة خاصة اﻷطفال والنساء والمسنون؛

15. Appeals to the Governments concerned, in particular those which have not yet replied to the communications transmitted by the Working Group, to cooperate fully with it and, in particular, to reply promptly to its requests for information so that, while respecting its working methods based on discretion, it may perform its strictly humanitarian role;
١٥ - تناشد الحكومات المعنية، ولا سﱢيما الحكومات التي لم ترد بعد على الرسائل المحالة إليها من الفريق العامل، أن تتعاون معه تعاونا تاما، وعلى وجه الخصوص، الاستجابة بسرعة لطلباته الموجهة إليها للحصول على معلومات لتمكينه من الاضطلاع بدوره اﻹنساني الصرف مع احترام أساليب عمله القائمة على حُسن التقدير؛

3. Calls upon those States responsible to cease immediately their military intervention in and occupation of foreign countries and territories and all acts of repression, discrimination, exploitation and maltreatment, in particular the brutal and inhuman methods reportedly employed for the execution of those acts against the peoples concerned;
٣ - تهيب بالدول المسؤولة عن تلك اﻷعمال أن توقف فورا تدخلها العسكري في البلدان واﻷقاليم اﻷجنبية واحتلالها لها، وكذلك كل أعمال القمع والتمييز والاستغلال وسوء المعاملة، ولا سﱢيما اﻷساليب الوحشية وغير اﻹنسانية التي تفيد التقارير باستخدامها لتنفيذ هذه اﻷعمال ضد الشعوب المعنية؛

2. Reaffirms that all Governments, in particular those of receiving countries, must recognize the vital importance of family reunification and promote its incorporation into national legislation in order to ensure protection of the unity of families of documented migrants;
٢ - تؤكد من جديد أن من واجب كل الحكومات، ولا سﱢيما حكومات البلدان المستقبلة، الاعتراف باﻷهمية الحيوية لجمع شمل اﻷسر وتعزيز إدماجه في تشريعاتها الوطنية من أجل كفالة حماية وحدة أسر المهاجرين الحائزين للوثائق اللازمة؛

(g) To explore, through consultations with communities and religious and cultural groups and their leaders, alternatives to harmful traditional or customary practices, in particular where those practices form part of a ritual ceremony or rite of passage;
)ز( أن تستكشف، عن طريق التشاور مع المجتمعات المحلية والجماعات الدينية والثقافية وقادتها، بدائل للممارسات التقليدية أو العرفية الضارة ولا سﱢيما حيث تكون هذه الممارسات جزءا من مراسم شعائرية أو طقوس مصاحبة لتغيير المركز؛

5. Reaffirms that, as set out in article 14 of the Declaration, everyone has the right to seek and enjoy in other countries asylum from persecution, and calls upon all States to refrain from taking measures that jeopardize the institution of asylum, in particular by returning or expelling refugees or asylum-seekers contrary to international standards;
٥ - تؤكد من جديد أن لكل فرد الحق، كما هو مبين في المادة ١٤ من اﻹعلان، في أن يلتمس اللجوء ويتمتع به في بلدان أخرى هربا من الاضطهاد، وتهيب بجميع الدول أن تمتنع عن اتخاذ تدابير تضر بنظام اللجوء، ولا سﱢيما عن طريق إعادة اللاجئين أو ملتمسي اللجوء أو طردهم خلافا للمعايير الدولية؛

(c) To generate social support for the enforcement of laws on the minimum legal age for marriage, in particular by providing educational opportunities for girls;
)ج( توليد الدعم الاجتماعي من أجل إنفاذ القوانين المتعلقة بالحد اﻷدنى للسن القانونية للزواج، ولا سﱢيما عن طريق توفير فرص التعليم للبنات؛

25. Calls upon all States, in accordance with the norms of international humanitarian law, to integrate in the training and gender-sensitized education programmes of their armed forces, including those for peacekeeping, instruction on responsibilities towards the civilian population, in particular women and children;
٥٢ - تهيب بجميع الدول أن تقوم، وفقا لقواعد القانون اﻹنساني الدولي، بتضمين برامج التدريب والتعليم الذي يراعي نوع الجنس في قواتها المسلحة، ومنها برامج حفظ السلم، تعليمات تتعلق بالمسؤوليات تجاه السكان المدنيين، ولا سﱢيما النساء واﻷطفال؛

1. Urges Governments to pay particular attention to the situation of refugee and internally displaced children by continuing to design and improve the implementation of policies and programmes for their care and well-being with the necessary international cooperation, in particular with the Office of the United Nations High Commissioner for Refugees, the United Nations Children’s Fund and international humanitarian organizations;
١ - تحث الحكومات على الاهتمام بشكل خاص بحالة اﻷطفال اللاجئين والمشردين داخليا بمواصلة تصميم وتحسين تنفيذ سياسات وبرامج لرعايتهم ورفاههم، بما يلزم من تعاون دولي، ولا سﱢيما بالتعاون مع مفوضية اﻷمم المتحدة لشؤون اللاجئين ومنظمة اﻷمم المتحدة للطفولة والمنظمات اﻹنسانية الدولية؛

Bearing in mind the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights on 25 June 1993, A/CONF.157/24 (Part I), chap. III. in particular section II.B of the Declaration, relating to equality, dignity and tolerance,
وإذ تضع في اعتبارها إعلان وبرنامج عمل فيينا اللذين اعتمدهما المؤتمر العالمي لحقوق اﻹنسان في ٢٥ حزيران/يونيه ١٩٩٣)٢(، ولا سﱢيما الفرع الثاني - باء من اﻹعلان، المتعلق بالمساواة والكرامة والتسامح،

11. Calls upon all Governments to cooperate with and to assist the Special Rapporteur in the performance of his task, in particular by supplying all necessary information requested by him, to react appropriately and expeditiously to his urgent appeals and to give serious consideration to his requests to visit their countries and to the follow-up to his recommendations;
١١ - تهيب بجمـيع الحـكومات أن تتعاون مـع المقرر الخاص وأن تسـاعده علـى أداء مـهمته، ولا سﱢيما بتزويده بجميع المعلومات اللازمة التي يطلبها، وأن تستجيب على نحو ملائم وسريع لنداءاته العاجلة، وأن تنظر بجدية في طلباته المتعلقة بزيارة بلدانها ومتابعة توصياته؛

and other international human rights instruments, in particular the right of individuals and peoples to development;
المنصوص عليها في اﻹعلان العالمي لحقوق اﻹنسان)١٠( وغيره من الصكوك الدولية المتعلقة بحقوق اﻹنسان، ولا سﱢيما حق اﻷفراد والشعوب في التنمية؛

(d) The work carried out by the Inter-African Committee on Traditional Practices Affecting the Health of Women and Children and other non-governmental and community organizations, including women’s organizations, in raising awareness of the harmful effects of such practices, in particular of female genital mutilation;
)د( اﻷعمال التي اضطلعت بها لجنة البلدان اﻷفريقية المعنية بالممارسات التقليدية التي تؤثر في صحة المرأة والطفل، والمنظمات غير الحكومية والمجتمعية اﻷخرى، بما في ذلك منظمات المرأة، من أجل زيادة الوعي باﻵثار الضارة لتلك الممارسات، ولا سﱢيما تشويه اﻷعضاء التناسلية لﻷنثى؛

(c) To give due regard to the dissemination, from within existing resources and voluntary contributions, of information on the situation, cultures, languages, rights and aspirations of indigenous people and, in that context, to consider the possibility of organizing projects, special events, exhibitions and other activities targeting the public, in particular young people;
)ج( إيلاء الاعتبار الواجب لنشر المعلومات عن حالة السكان اﻷصليين وثقافاتهم ولغاتهم وحقوقهم وأمانيهم، في إطار الموارد والتبرعات المتوافرة، والنظر، في هذا السياق، في إمكانية تنظيم مشاريع، وأنشطة خاصة، ومعارض وغير ذلك من اﻷنشطة الموجهة نحو الجمهور ولا سﱢيما الشباب؛

Recalling also the outcome of the World Conference on Human Rights, held at Vienna from 14 to 25 June 1993, and, in particular, the attention given in the Vienna Declaration and Programme of Action A/CONF.157/24 (Part I), chap. III. to the elimination of racism, racial discrimination, xenophobia and other forms of intolerance,
وإذ تشير أيضا إلى النتائج التي أسفر عنها المؤتمر العالمي لحقوق اﻹنسان الذي عقد في فيينا في الفترة من ١٤ إلى ٢٥ حزيران/يونيه ١٩٩٣، ولا سﱢيما الاهتمام الذي أولاه إعلان وبرنامج عمل فيينا)٦( للقضاء على العنصرية والتمييز العنصري وكراهية اﻷجانب وسائر أشكال التعصب،

32. Invites States and regional organizations to set up at the national or regional level a coordination structure responsible for launching and promoting preparations for the World Conference, and especially for sensitizing national public opinion to the importance and the objectives of the Conference;
تنسيقيا مسؤولا عن بدء وتعزيز اﻷعمال التحضيرية للمؤتمر العالمي، ولا سﱢيما توعية الرأي العام الوطني بأهمية المؤتمر وأهدافه؛
