The Office also cooperated in training and assistance programmes sponsored by the United Nations Commission on International Trade Law (UNCITRAL) and organized the activities connected with the award of the sixth and seventh Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea financed from a trust fund of voluntary contributions.

The Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea, which is implemented by the Division, has achieved wide recognition and has served to perpetuate the memory and the contribution of the President of the Third United Nations Conference on the Law of the Sea from its inception up to his demise in 1980.

With your permission, we would like to take a few minutes to speak briefly, perhaps for the benefit of some of our younger colleagues, of the outstanding contribution of some of our predecessors who worked towards development of the Convention, in particular the contribution of one of my distinguished predecessors, Ambassador Hamilton Shirley Amerasinghe, when he was Permanent Representative of Sri Lanka.

54. Since the previous report, the following countries made contributions for the Hamilton Shirley Amerasinghe Fellowship on the law of the sea: Chile ($5,000); Cyprus ($4,290); Lebanon ($2,000); and Oman ($5,000).

A. Fellowship programmes 302. Hamilton Shirley Amerasinghe Fellowship Programme. Because of lack of funding (see A/63/63, para. 389), the Division was unable to implement the twenty-second Hamilton Shirley Amerasinghe award (ibid., para. 388) and did not solicit applications for the twenty-third award.

11. The Advisory Committee recommended that the General Assembly request the Secretary-General to include in the regular budget, for the General Assembly's consideration, the necessary funding for the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea with effect from the biennium 2016-2017, should voluntary contributions be insufficient for granting at least one fellowship a year.
11 - وأوصت اللجنة الاستشارية بأن تطلب الجمعية العامة إلى الأمين العام أن يدرج التمويل اللازم لزمالة هاميلتون شيرلي أميراسنغ التذكارية في مجال قانون البحار في الميزانية العادية، اعتبارا من فترة السنتين 2016 -2017، لكي تنظر الجمعية العامة فيه، إذا لم تكن التبرعات كافية لمنح زمالة واحدة في السنة على الأقل.

The guidelines and rules of the Hamilton Shirley Amerasinghe Fellowship on the Law of the Sea set out the application and selection procedures and specify the facilities provided under the programme. These are consistent with the appropriate practices of the United Nations regarding the award of fellowships under the United Nations Programme of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law. 13/
