1.2 On 9 September 2005, the Committee requested the State party not to deport the complainants to Rwanda while their case is pending before the Committee, in accordance with rule 108, paragraph 1, of the Committee's rules of procedures.

2.16 On 16 March 2006, the date of the last communication by the authors to the Committee, the urbanization plan had still not been put into effect.

7.6 In the circumstances of the present case, the Committee cannot conclude that the State party would violate articles 6 and 7 of the Covenant if it removed the authors to the Russian Federation.
