وأوضح المتكلّم أن الغموض سيتبدّد إذا لم يرد في الفقرة الفرعية (أ) أي ذكر للتوقّع بشكل معقول وتم الاقتصار على ذكر إخفاق صاحب الامتياز في الوفاء بواجباته.

The contracting authority would be in a less advantageous position if subparagraph (a) were to exclude any mention of reasonable expectation, as it would then be deprived of the opportunity to terminate the contract on the basis of the anticipated failure of the concessionaire to perform its obligations.
