It is an honour for me to have the opportunity, on behalf of His Majesty Sultan Qaboos bin Said, to take part in this historic occasion which marks the beginning of a new era in the march of the world's peoples towards a better future.

Under the leadership of His Majesty Sultan Qaboos Bin Said, Oman had made great strides in traditional literacy, which focused on basic reading and writing, functional literacy, which focused on vocational needs, and comprehensive literacy, which addressed the social dimension of the issue.

On this occasion, I have the honour of conveying the best wishes of His Majesty Sultan Qaboos Bin Said for the success of this session, aimed at strengthening the commitment of the international community to the conservation of the world environment and the protection of its resources and ecosystems for the benefit of humankind.

That development was endorsed in the constitutional State system enacted by His Majesty Sultan Qaboos Bin Said through decree 101/96, issued on 6 November 1996.
وقد أقر ذلك النظام الأساسي للدولة الذي أصدره حضرة صاحب الجلالة السلطان قابوس بن سعيد المعظم، بموجب المرسوم السلطاني رقم 101/96 الصادر في 6 تشرين الثاني/نوفمبر 1996.

Under the Internal Security Act 2002, s.3 (1) (a) and (b), the Minister of Home Affairs has the power to order detention for a period not exceeding two years or imposing upon that person restriction orders if His Majesty the Sultan and Yang DiPertuan of Brunei Darussalam is satisfied that it is necessary to do so to prevent that person from acting in any manner prejudicial to the security of Brunei.
بموجب أحكام الفقرتين (أ) و (ب) من البند 3 (1) من قانون الأمن الداخلي لعام 2002، لدى وزارة الداخلية السلطة بأن تأمر باحتجاز الشخص لمدة أقصاها سنتين أو بأن تفرض على ذلك الشخص أوامر تقييدية إذا ما اقتنع صاحب الجلالة السلطان يانغ دي - برتوان، سلطان بروني دار السلام، بضرورة القيام بذلك لمنع ذلك الشخص من التصرّف بطريقة تخلّ بأمن بروني.

More specifically, CRIN noted that there was no explicit prohibition on life imprisonment for persons under the age of 18 in Brunei Darussalam and children could be sentenced to detention at the pleasure of His Majesty the Sultan and Yang di-Pertuan, an indeterminate sentence that may extend for the rest of a person's life.
وبشكل أكثر تحديداً، أشارت الشبكة الدولية لحقوق الطفل إلى أنه لا يوجد قانون ينص صراحة على حظر السجن المؤبد للأشخاص دون سن الثامنة عشرة في بروني دار السلام، ويمكن أن يُحكم على الأطفال بالاحتجاز وفقاً لإرادة صاحب الجلالة السلطان والرئيس الأعلى للاتحاد، وهو حكم غير محدد المدة ويمكن أن يستمر لبقية حياة الشخص(2).
