وقَّعت اسبانيا في نهاية عام 1997 اتفاقية منظمة التعاون والتنمية في الميدان الاقتصادي لمكافحة رشوة الموظفين العموميين الأجانب في المعاملات التجارية الدولية وأودعت صكوك التصديق عليها في نهاية عام 1999 بعد إدخال التغييرات القانونية اللازمة في القانون الجنائي الاسباني.

" This Treaty shall enter into force 180 days after the date of the deposit of the instruments of ratification by 65 States and no less than two years after its opening for signature. "
" يبدأ نفاذ هذه المعاهدة بعد ١٨٠ يوما من تاريخ إيداع صكوك التصديق عليها من جانب ٦٥ دولة وإنقضاء ما لا يقل عن سنتين بعد فتح باب التوقيع عليها " .
