وعليه فان أي دولة تصبح طرفا في هذا البروتوكول ولكنها ليست طرفا في صك دولي آخر مشار اليه في هذا البروتوكول، لن تصبح خاضعة لأي حق أو التزام أو مسؤولية تترتب على ذلك الصك.
