1. 1 - يجوز للجنة، في أي وقت بعد تلقي رسالة ما وقبل التوصل إلى قرار بشأن موضوع الرسالة، أن تحيل إلى الدولة الطرف المعنية طلبا باتخاذ التدابير المؤقتة التي ترى اللجنة ضرورة اتخاذها لتلافي وقوع ضرر يتعذر إصلاحه على ضحية أو ضحايا الانتهاك المدعى حدوثه، وذلك لكي تنظر فيه الدولة على وجه السرعة.

1. 65 - يشدّد المدافعون عن أعمال القتل الأهلية على أن السند المنطقي لتلك الأفعال إنما هو الشعور بالظلم الذي تتعرض له ضحية أو ضحايا الجريمة وانعدام الأمن.

2. A working group or rapporteur may also request that the State party concerned take such interim measures as the working group or rapporteur considers necessary to avoid irreparable damage to the victim or victims of the alleged violation.
2 - يجوز أيضا لأي فريق عامل أو مقرر أن يطلب أن تتخذ الدولة الطرف المعنية التدابير المؤقتة التي يرى الفريق العامل أو المقرر ضرورة اتخاذها لتلافي وقوع ضرر يتعذر إصلاحه على ضحية أو ضحايا الانتهاك المدعى حدوثه.

5. If the Committee, working group or rapporteur so decides, the name or names and identifying details of the author or authors of a communication or the individuals who are alleged to be the victim or victims of a violation of rights set forth in the Convention shall not be made public by the Committee, the author or the State party concerned.
5 - متى قررت اللجنة أو الفريق العامل أو المقرر، لا تذيع اللجنة أو مقدم الرسالة أو الدولة الطرف المعنية اسم مقدم الرسالة أو أسماء مقدميها أو التفاصيل المتعلقة بهوية مقدم الرسالة أو مقدميها أو الأفراد الذين يُدعى أنهم ضحية أو ضحايا لانتهاك الحقوق المبينة في الاتفاقية.

1. ١ - يجوز للجنة في أي وقت بعد استلام رسالة ما وقبل التوصل إلى قرار بشأن موضوع الرسالة أن تحيل إلى الدولة الطرف المعني للنظر ]على سبيل الاستعجال[ طلبا بأن تقوم الدولة الطرف باتخاذ تدبير مؤقت، حسب الاقتضاء، لتفادي وقوع ضرر لا يمكن إصلاحه على ضحية أو ضحايا الانتهاك المزعوم.

(ii) An individual or group of individuals acting on behalf of a victim or victims in circumstances where the victim is unable to act herself or to designate a representative/an individual or group of individuals acting on behalf of a victim or victims that has established that it is impossible for the person or persons affected to submit the communication or to designate a representative.
`٢` فرد أو مجموعة من اﻷفراد يتصرف بالنيابة عن ضحية أو ضحايا في ظروف يتعذر معها على الضحية أن تتصرف بنفسها أو أن تسمي ممثلا عنها/فرد أو مجموعة من اﻷفراد يتصرف بالنيابة عن ضحية أو ضحايا قد أثبت أن من المستحيل على الشخص أو اﻷشخاص المتأثرين أن يقدموا الرسالة أو يُسموا ممثلا عنهم.[
