As part of a series of reports aimed at providing leadership and advocacy in the area of economic, social and cultural rights, the annual report of OHCHR to the Economic and Social Council in 2008 (E/2008/76) considered the principles of equality between men and women and non-discrimination against Women as being paramount for the promotion and implementation of economic, social and cultural rights.

Good practices also include the implementation of specialized institutional policies, guidelines and protocols, and the provision of training for judicial operators.
38- وحددت بعض البلدان أشكال العنف ضد المرأة باعتبارها أولوية للشرطة والنيابة العامة،() وأنشأت وحدات خاصة داخل الشرطة والنيابة العامة أو المحاكم المتخصّصة، بعضها يركز على جرائم قتل النساء بدافع جنساني.() وتشمل الممارسات الجيدة أيضاً تنفيذ سياسات مؤسسية ومبادئ توجيهية وبروتوكولات متخصِّصة،() وتوفير التدريب للمسؤولين القضائيين.

14. The report states that a national strategy to eliminate violence against women was adopted in 2002 that included among its four objectives " action to make various forms of violence against women criminal offences and violations of human rights " (paras. 394 and 398).
