)أ( أن تكف عن جميع انتهاكات حقوق اﻹنسان والاجراءات والممارسات التمييزية ضد ذوي اﻷصل اﻷلباني في كوسوفو، ولا سيما الاحتجاز التعسفي وانتهاك الحق في محاكمة عادلة، وممارسة التعذيب وغيره من ضروب المعاملة القاسية أو اللاإنسانية أو المهينة؛

(a) Police brutality against ethnic Albanians, arbitrary searches, seizures and arrests, torture and ill-treatment during detention and discrimination in the administration of justice, which leads to a climate of lawlessness in which criminal acts, particularly against ethnic Albanians, take place with impunity;
)أ( وحشية الشرطة ضد ذوي اﻷصل اﻷلباني، وعمليات التفتيش والحجز والاعتقال التعسفية، والتعذيب وسوء المعاملة أثناء الاحتجاز، والتمييز في إقامة العدل مما يؤدي إلى مناخ لا وجود فيه للقانون ،تقع في ظله أفعال اجرامية، وبصفة خاصة ضد ذوي اﻷصل اﻷلباني ويفلت مرتكبوها من العقاب؛

The Special Rapporteur also described the situation in Kosovo which had deteriorated owing to a drastic increase in the number of violent house searches, raids and arbitrary arrests by the law enforcement authorities, and undue delays and serious irregularities in connection with court proceedings against ethnic Albanians (paras. 182-184).
كما وصف المقرر الخاص الوضع في كوسوفو الذي تدهور نتيجة للزيادة الكبيرة في عدد حالات التفتيش العنيف للمنازل وعمليات اﻹغارة والتوقيف التعسفي على يد سلطات إنفاذ القانون فضلا عن حالات التأخير التي لا مبرر لها والمخالفات الخطيرة في إجراءات المحاكم المتخذة ضد ذوي اﻷصل اﻷلباني )الفقرات ٢٨١-٤٨١(.
