III. Countermeasures 41. In the context of the present Part, countermeasures need to be examined in so far as they may be taken against an international organization which is responsible for an internationally wrongful act.

Consequently, the legal remedies available for bringing claims against an international organization were not available to persons or entities. Concerning the protection of member States' interests, the formulation of draft article 29, paragraph 1 (a), was vague and might result in a member State being obliged to provide compensation contrary to its own intention.
