45- غير أن العهد يسمح بقيود على إظهار المرء دينه أو معتقده " التي يفرضها القانون والتي تكون ضرورية لحماية السلامة العامة أو النظام العام أو الصحة العامة أو الآداب العامة أو حقوق الآخرين وحرياتهم الأساسية " ().

All members of religious communities enjoy the right to freedom of religion or belief and their freedom to manifest their religion or beliefs is subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health or morals or the fundamental rights and freedoms of others without derogating from the right to freedom of thought, conscience and religion.

It is noteworthy that article 18 (3) of the International Covenant on Civil and Political Rights stipulates that " Freedom to manifest one's religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others. "
وتجدر الإشارة إلى أن المادة 18 (3) من العهد الدولي للحقوق المدنية والسياسية تنص على أنه " لا يجوز إخضاع حرية الإنسان في إظهار دينه أو معتقده إلا للقيود التي يفرضها القانون والتي تكون ضرورية لحماية السلامة العامة أو النظام العام أو الصحة العامة أو الآداب العامة أو حقوق الآخرين وحرياتهم الأساسية " .

It recalls, however, that the freedom to manifest one's religion or beliefs is not absolute and may be subject to limitations, which are prescribed by law and are necessary to protect public safety, order, health, or morals, or the fundamental rights and freedoms of others (article 18, paragraph 3, of the Covenant).
