فتذكِّر الفقرة 10 منه بأنه " ينبغي للدول أن تتعاون بعضها مع بعض من أجل ضمان التنمية وإزالة العقبات التي تعترض التنمية.

وإذ يذكّر بأن الدول قد تعهدت في المؤتمر العالمي لحقوق الإنسان بأن تتعاون فيما بينها من أجل ضمان التنمية وإزالة العقبات التي تعترض التنمية، وأكدت أنه ينبغي للمجتمع الدولي أن يشجع قيام تعاون دولي فعال من أجل إعمال الحق في التنمية وإزالة العقبات التي تعترض التنمية،

Articles 3 and 4 stipulate that States have a duty to cooperate with each other in ensuring development and eliminating obstacles to development and recognize the obligation of States to take steps, individually and collectively, to formulate international development policies with a view to facilitating the full realization of the right to development.
وتنص المادتان 3 و4 منه على أنه من واجب الدول أن تتعاون بعضها مع بعض في ضمان التنمية وإزالة العقبات التي تعترض التنمية وتسلِّمان بالتزام الدول أن تتخذ، بمُفردها أو مجتمعةً، خطوات لوضع سياسات إنمائية دولية بغية تيسير إعمال الحق في التنمية إعمالاً تاماً.

Paragraph 10 states that: " States should cooperate with each other in ensuring development and eliminating obstacles to development.
فتذكِّر الفقرة 10 منه بأنه " ينبغي للدول أن تتعاون مع بعضها بعضاً من أجل ضمان التنمية وإزالة العقبات التي تعترض التنمية.

Reaffirming the commitment contained in Article 56 of the Charter of the United Nations to take joint and separate action, the Vienna Declaration, in paragraph 10, states specifically: " States should cooperate with each other in ensuring development and eliminating obstacles to development.
وعلى سبيل إعادة تأكيد الالتزام الوارد في المادة 56 من ميثاق الأمم المتحدة والقاضي باتخاذ اجراءات مشتركة ومنفصلة ينص إعلان فيينا تحديداً، في الفقرة 10 على ما يلي: " ينبغي للدول أن تتعاون مع بعضها بعضاً من أجل ضمان التنمية وإزالة العقبات التي تعترض التنمية.

The Vienna Declaration and Programme of Action states that " the human person is the central subject of development " and further demanded States to " cooperate with each other in ensuring development and eliminating obstacles to development " .
وينص إعلان وبرنامج العمل فيينا على أن " الإنسان هو الموضوع الرئيسي للتنمية " ، ويطالب الدول كذلك بأن " تتعاون مع بعضها بعضاً من أجل ضمان التنمية وإزالة العقبات التي تعترض التنمية " ().
