(ب) آثار المعدلات التفضيلية - أي التي تراعي مختلف أحجام الصناديق ومختلف طبائع الصناديق، ومنها، في جملة أمور، الحالات الإنمائية المعقدة المقترنة بمخاطر متزايدة، والمساهمات للبرامج القطرية، ودرجة التخصيص - على تعبئة المساهمات الأساسية فضلاً عن المساهمات غير الأساسية وأنواع المساهمات غير الأساسية؛
