The General Assembly had requested the Secretary-General to ensure more extensive and uniform use of self-evaluation at the programme and subprogramme levels and to develop and implement, in consultation with the United Nations System Chief Executives Board for Coordination, common professional standards and methodologies for self-evaluation throughout the United Nations system.

19. The General Assembly, however, in its resolution 58/269 of 22 December 2003 on strengthening of the United Nations: an agenda for further change, requested the Secretary-General to prepare, on a trial basis, a two-year strategic framework, comprising part one, a plan outline reflecting the longer-term objectives of the Organization, and part two, a biennial programme plan, to replace the current four-year plan which is to end in 2005.
19 - غير أن الجمعية العامة في قرارها 58/269 المؤرخ 22 كانون الأول/ديسمبر 2003 المعنون ' تعزيز الأمم المتحدة: برنامج لإجراء المزيد من التغييرات`، طلبت من الأمين العام أن يعد، على أساس تجريبي، إطارا استراتيجيا مدته سنتان يتضمن في جزئه الأول خطة موجزة تعكس الأهداف الطويلة المدى للمنظمة وفي جزئه الثاني خطة برنامجية لفترة سنتين، للحلول محل الخطة الحالية ومدتها أربع سنوات وتنتهي في عام 2005.

In this connection, the Committee recalls paragraph 17 of General Assembly resolution 59/283 in which the Assembly called for measures that should be taken to eliminate the appearance of conflict of interest, and towards that end requested the Secretary-General to proceed with the transfer of responsibility for formulating decisions on appeals from the Department of Management to the Office of the Secretary-General.
