30. According to the Rio Declaration, the obligation to avoid causing significant transboundary harm requires an approach which promotes prevention as a duty and as a concept integral to the process of development aimed at eradicating poverty (principles 4 and 5).
٣٠ - واستنادا الى إعلان ريو فإن الالتزام بتفادي إحداث ضرر عابر للحدود ذي شأن يتطلب نهجا يشجع على المنع كواجب وكمفهوم يشكل جزءا لا يتجزأ من عملية التنمية الرامية الى القضاء على الفقر )المبدآن ٤ و ٥(.

(9) The second criterion, implicit in the present provision on scope of application, is that activities covered by these principles are those that originally carried a " risk " of causing significant transboundary harm.
