يؤيد وفدي تأييدا كاملا المبادرات التي قدمت خلال مناقشاتنا بهدف إنشاء آليات فعالة تتيح إجراء عامة اﻷعضاء لمناقشات وافية للمسائل التي ينظر فيها مجلس اﻷمن، وكذلك للبنود التي تبحث مباشرة في الجلسات العامة، وذلك قبل عرض تلك البنود بصفة رسمية.

It should be recalled that Article 24 of the Charter, by stipulating that the Council is acting on behalf of the entire membership, entitles the general membership to be fully informed not only about the actions the Council has taken but also about the underlying motives and reasoning that have led to such actions.
وجدير بالذكر أن المادة ٢٤ من الميثاق، إذ تنص على أن المجلس إنما يعمل بالنيابة عن اﻷعضاء كلهم. إنما تعطي عامة اﻷعضاء الحـــق في الحصـــول على معلومات كاملة ليس فقط عن اﻹجراءات التي يتخذها المجلس بل أيضا عن الدوافع واﻷسباب الكامنة وراء اتخاذها.

It is our belief that the final consensual result of the important process of ensuring equitable representation on and increase in the membership of the Security Council must reflect an adequate combination of all the elements I mentioned earlier that would be perceived as fair and equitable by the membership at large.
في اعتقادنا أن النتيجة النهائية القائمة على توافق اﻵراء، لهذه العملية الهامة الخاصة بالتمثيل العادل في عضوية مجلس اﻷمن وزيادة هذه العضوية، ينبغي أن تؤلف بصورة كافية بين كل العناصر التي ذكرتها من قبل، على نحو يعتبره عامة اﻷعضاء منصفا وعادلا.
