39- وثمة تطورات إيجابية جديرة بالذكر، منها عكوف بعض البلدان على وضع سياسات تهدف إلى تجنب احتجاز الأسر التي لديها أطفال؛ والسماح بالوصول إلى مرافق الاحتجاز؛ وإنشاء مرافق منفصلة مصممة لاحتجاز المهاجرين بدلاً من الاعتماد على المؤسسات العقابية؛ وإصدار مبادئ توجيهية جديدة تتعلق بالاحتجاز تترتب عليها آثار مواتية لملتمسي اللجوء واللاجئين.
