Data-collection and research efforts were also under way to identify, protect and manage VMEs.

50 - وأفادت النرويج بأن أنشطة السفن التي ترفع علمها في المناطق الخاضعة للولاية الوطنية لدول أجنبية تنظمها اتفاقات مبرمة بينها وبين الدول المعنية.

The primary responsibility of flag States for the vessels sailing under its flag is defined in Article 92 on the status of ships as " [...] Ships shall sail under the flag of one State only and ... shall be subject to its exclusive jurisdiction [...] " .
وتُعرَّف المسؤولية الأولية لدول العلم عن السفن التي ترفع علمها في المادة 92 المتعلقة بالوضع القانوني للسفن، كالتالي ' ' [...] تبحر السفن تحت علم دولة واحدة فقط وتكون خاضعة لولايتها الخالصة [...]``.
