وفي الفقرة ٢ من المنطوق تكرر الجمعية العامة إعلانها بأن قرار إسرائيل بفرض قوانينها على الجولان السوري المحتل لاغ وباطل وليست له أي قيمة قانونية، وتطالب إسرائيل بالتراجع عن ذلك.

ففي أعقاب اتخاذ ذلك القرار، أصبح قرار إسرائيل بفرض قوانينها وقضائها وإدارتها على الجولان السوري المحتل لاغيا وباطلا، ولا صلاحية له البتة.

The Assembly is sending a message to Israel that it should understand that its decision to extend its jurisdiction, laws and administration to the occupied Syrian Golan is null and void and has no legal force whatever.
وفي هذا القرار توجِّه الجمعية العامة أيضا رسالة ينبغي على إسرائيل أن تفهمها، وهي أن قرارها بفرض قوانينها وولايتها وإدارتها على الجولان السوري المحتل لاغٍ وباطل وليست له أية شرعية على الإطلاق.

تضمن المشروع في ديباجته اﻹشارة إلى التأكيد على مبدأ عدم شرعية الاستيلاء على أراضي الغير بالقوة، وكذلك انطباق اتفاقية جنيف لعام ١٩٤٩ الخاصة بحماية المدنيين في زمن الحرب على الجولان السوري المحتل.

The fourth preambular paragraph reaffirms the fundamental Charter principle of the inadmissibility of the acquisition of territory by force, and the fifth reaffirms once more the applicability of the 1949 Geneva Convention relative to the Protection of Civilian Persons in Time of War to the occupied Syrian Golan.
ويؤكــد مشـروع القـرار فــي الفقرة الرابعة من الديباجة على المبدأ اﻷساسي وفقـا ﻷحكام الميثاق بعدم جواز الاستيلاء على اﻷراضي بالقوة. كما يؤكد في فقرته الخامسة من الديباجة على انطباق اتفاقية جنيف الرابعة لعام ١٩٤٩ على الجولان السوري المحتل.

5. On 22 July 2013, the Permanent Mission of the Syrian Arab Republic replied to the note verbale, affirming the applicability of the Fourth Geneva Convention to the occupied Syrian Golan.

Cuba reaffirms the fundamental principle of the inadmissibility of the acquisition of territory by force, in accordance with international law and the Charter of the United Nations, as well as the full applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, to the occupied Syrian Golan.
وتؤكد كوبا من جديد المبدأ الأساسي المتمثل في عدم جواز اكتساب الأراضي بالقوة، وفقا للقانون الدولي وميثاق الأمم المتحدة، فضلا عن الانطباق الكامل لاتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب المؤرخة 12 آب/أغسطس 1949، على الجولان السوري المحتل.

Furthermore, Switzerland recalls that the fourth Geneva Convention is also applicable de jure in the occupied Syrian Golan.
وهي تذكّر علاوة على ذلك بأن اتفاقية جنيف الرابعة تنطبق أيضا بحكم القانون على الجولان السوري المحتل.

23. The Conference strongly condemned Israel's policy of refusing to comply with Security Council resolution 497 of 1981 and of imposing its laws, jurisdiction and administration on occupied Syrian Golan as well as its policies of annexation, building of settlements, confiscation of land, diversion of water sources and imposition of Israeli nationality upon Syrian citizens.
أدان بشدة سياسة إسرائيل لرفضها الامتثال لقرار مجلس الأمن رقم 497 لعام 1981م ولقيامها بفرض قوانينها وولايتها وإدارتها على الجولان السوري المحتل وما تنتهجه من سياسات الضم وإقامة المستوطنات ومصادرة الأراضي وتحويل مصادر المياه وفرض الجنسية الإسرائيلية على المواطنين السوريين.

It further stated that Israel should renounce its unrestrained attempts to take over the occupied Syrian Golan.
كذلك ذكرت أن على إسرائيل وقف محاولاتها الجامحة للاستيلاء على الجولان السوري المحتل.

The 120 members of the Movement of Non-Aligned Countries have expressed their solidarity with and unconditional support for the rights and the just demand of the Syrian Arab Republic to regain its full sovereignty over the occupied Syrian Golan on the basis of the Arab Peace Initiative, the Madrid peace process, the formula of land for peace and the relevant Security Council resolutions.
وقد أعربت البلدان الـ 120 الأعضاء في حركة عدم الانحياز عن تضامنها مع الجمهورية العربية السورية ودعمها غير المشروط لحقوقها ولطلبها العادل في استعادة سيادتها الكاملة على الجولان السوري المحتل على أساس مبادرة السلام العربية وعملية مدريد للسلام وصيغة الأرض مقابل السلام وقرارات مجلس الأمن ذات الصلة.

2. That resolution states that the Israeli decision to impose its laws, jurisdiction and administration in the occupied Syrian Golan Heights is null and void and without international legal effect, and demands that Israel should rescind forthwith its decision.
