Specified offences are terrorist when committed with the intent to seriously intimidate a population, unduly compel a government or international organization to perform or abstain from performing an act, or destabilize or destroy the fundamental political, constitutional, economic or social structures of a State or an international organization.

These acts should be directed towards compelling a third party, namely a State, an international intergovernmental organization, a national or juridical person, or a group of persons, to do or abstain from doing any act as an explicit or implicit condition for the release of the hostage.
