Despite the fact that the number of children addicted to narcotics and drugs in Jordan is quite low, the Committee is concerned about the quality and number of services available for them.
ورغم أن عدد الأطفال المدمنين على المخدرات والمؤثرات العقلية في الأردن ضئيل جداً، فإن القلق يساور اللجنة بشأن الخدمات المتوفرة لهم كماً وكيفاً.

Reaffirming the guiding principles of the prevailing conventions on narcotics traffic and psychotropic substances as well as the control system;

To help developing countries meet their obligations, the United Nations must give more priority to technical cooperation in monitoring, preventing and reducing drug addiction so as to eliminate the still growing illicit demand for narcotic drugs and psychotropic substances.
ومن أجل مساعدة البلدان النامية على الوفاء بالتزاماتها، يتعين على اﻷمم المتحدة أن تعطي أولوية أكبر للتعاون التقني في رصد الادمان على المخدرات والوقاية منه وخفضه، بغية القضاء على الطلب المتزايد غير المشروع على المخدرات والمؤثرات العقلية.

(a) Prevention and reduction of drug abuse with a view to elimination of the illicit demand for narcotic drugs and psychotropic substances;
)أ( منع وتقليل اساءة استعمال المخدرات بغية القضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية ؛

which states, inter alia, that parties should adopt " appropriate measures aimed at eliminating or reducing illicit demand for narcotic drugs and psychotropic substances " and may enter into bilateral or multilateral agreements or arrangements aimed at eliminating or reducing that demand.
التي تنص، في جملة أمور، على أنه ينبغي لﻷطراف أن " تتخذ ما تراه ملائما من تدابير للقضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية أو التقليل منه " ، وأنه يجوز لها أن تعقد اتفاقات أو ترتيبات ثنائية أو متعددة اﻷطراف ترمي إلى القضاء على ذلك الطلب أو التقليل منه.

Recalling also the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, in particular article 14, paragraph 4, thereof, concerning the commitment of the Parties to eliminating or reducing illicit demand for narcotic drugs and psychotropic substances,

وتنص المادة ٤١ من اتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثرات العقلية لسنة ٨٨٩١ ، على أن " تتخذ اﻷطراف ، بغية التخفيف من المعاناة البشرية والقضاء على الحوافز المالية للاتجار غير المشروع ، ما تراه ملائما من التدابير للقضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية أو التقليل منه . وتنص الفقرة ٤ من المادة ٤١ من اتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية لسنة ٨٨٩١، على أن " تتخذ اﻷطراف، بغية التخفيف من المعاناة البشرية والقضاء على الحوافز المالية للاتجار غير المشروع، ما تراه ملائما من التدابير للقضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية أو التقليل منه " .

Reinforcing the commitment made by Member States at the twentieth special session of the General Assembly to adopt measures as provided for in article 14, paragraph 4, of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, which states that parties should adopt appropriate measures aimed at eliminating or reducing illicit demand for narcotic drugs and psychotropic substances,
وإذ تعضد الالتزام الذي تعهدت به الدول الأعضاء في الدورة الاستثنائية العشرين للجمعية العامة باعتماد تدابير على النحو المنصوص عليه في الفقرة 4 من المادة 14 من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثرات العقلية لسنة 1988،() والتي تبين أنه ينبغي للأطراف أن تتخذ ما تراه مناسبا من تدابير للقضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية أو التقليل منه،

Those measures are found in the Global Programme of Action, section II, subsections A and B, entitled, respectively, “Prevention and reduction of drug abuse with a view to elimination of the illicit demand for narcotic drugs and psychotropic substances” (paras. 9-29) and “Treatment, rehabilitation and social reintegration of drug addicts” (paras. 30-37).
وترد تلك التدابير في القسمين الفرعيين ألف وباء من الفرع الثاني من برنامج العمل العالمي المعنونين على التوالي ، " منع وتقليل اساءة استعمال المخدرات بغية القضاء على الطلب غير المشروع على المخدرات والمؤثرات العقلية " )الفقرات ٩ الى ٩٢( و " علاج مدمني المخدرات وتأهيلهم واعادة دمجهم في المجتمع )الفقرات ٠٣ الى ٧٣( .

The Committee also recommends that the State party conduct a study to find out the exact figures of substance abuse in Jordan and based on the results of this assessment provide children addicted to narcotics and drugs with adequate services.
وتوصي اللجنة الدولة الطرف بإجراء دراسة للوقوف على الأرقام الحقيقية المتعلقة بتعاطي مواد الإدمان في الأردن والقيام، استناداً إلى ذلك التقييم، بتوفير خدمات ملائمة للأطفال المدمنين على المخدرات والمؤثرات العقلية.

The illicit demand, production, trafficking and distribution of narcotic drugs and psychotropic substances have taken an upward turn.
وقد تصاعد الطلب على المخدرات والمؤثرات العقلية وإنتاجها والاتجار بها وتوزيعها على نحو غير مشروع.

A national fund has been established to support programmes devoted to combating dependency on narcotic drugs and psychotropic substances.
وتم إنشاء صندوق وطني لدعم برامج مكافحة الإدمان على المخدرات والمؤثرات العقلية.
