The European Commission and the Presidency of the European Union are herewith submitting on behalf of the European Community and its Members States, in accordance with the procedure set out in Article 9 of the Vienna Convention, a proposal for an amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer.
